I don’t believe that hydrochloroguine is going to prove effective but that is a very misleading reading of that story.
Note that hydroxychloroquine is a drug you take to prevent getting malaria. There is no way that a drug which has a significant cardiac danger would be used in this manner.

The German newspaper Berliner Morgenpost has a coronavirus-visualization with a useful feature that shows both the overall current trend in new infections (i. e. number of new infections/day trending up, down, or staying stable), as well as the current doubling rate (if you switch to ‘Neuinfektionen’, new infections).
Unfortunately, it shows explicit data only for Germany/Europe/the world at large, and it’s obviously in German.
Here’s the first couple of nations until I got bored (the current doubling rate for the whole world is 10 days, with the number of new infections/day trending up):

Cardiac damage is a rare side effect of both chloroquine and hydroxycloroquine; there appears to be no good data on how often it manifests, so can be assumed to be very rare, but when it happens, it can be irreversible or fatal. That risk has been recognized for decades. (See this review article, although it’s only an abstract unless you or your institution have a subscription.) The current FDA-approved label for Plaquenil (brand-name hydroxychloroquine) carries a warning that “Postmarketing cases of life-threatening and fatal cardiomyopathy have been reported with use of PLAQUENIL as well as with use of chloroquine. Patients may present with atrioventricular block, pulmonary hypertension, sick sinus syndrome or with cardiac complications. ECG findings may include atrioventricular, right or left bundle branch block. Signs or symptoms of cardiac compromise have appeared during acute and chronic treatment. Clinical monitoring for signs and symptoms of cardiomyopathy is advised, including use of appropriate diagnostic tools such as ECG to monitor patients for cardiomyopathy during PLAQUENIL therapy.”
Like many drug treatments, there is a trade-off to be made; malaria is more likely to be deleterious than the side effects of hydroxychloroquine, so it gets used anyway. That doesn’t mean the side effects don’t harm or kill some recipients.

It does have a known cardiac risk. It’s a known side effect.. Given that covid-19 can also affect the heard, putting hydroxychloroquine on top of it could certainly make things more risky.
