“Zebra hunting allowed.”
It appears to be a cheap form of graffiti if this flickr image is any judge.

Thanks for your info, the cloud part of the image appears to be identical. According to the links it seems to be malicious vandalism by placing stickers instead of graffiti by spray paint. Assholes!
