In my old apartment, the walls seemed pretty good until late at night - you could hear my upstairs neighbor going pee for goodness sake…
Maybe someone can hear you through the wall?
It could be as simple as your downstairs neighbour hearing the kids running and making noise, then hearing you get up and go across the room to your phone - you get to know your neighbour’s noises in apartments, unfortunately.

Here is the real advice:
The after-hours guy already knows you are telling the truth. Remind the regular office folks by basis of your lease and law, you have the right to peaceful enjoyment (a legal term of art, or something close to it), to your place, and it is the office’s responsibility to provide it. Make sure you leave with a written plan as to how they are going to provide that for you, and an understanding that you will be seeking court redress the next time the rent comes due if they don’t take care of it. Get everything in writing, keep an exact contemporaneous log of any phone calls, noise, contacts with any kids or parents, etc. Make sure everyone involved knows this log exists.
That should get the job done in my experience.
Not monitoring his phone, but simply listening to police radio traffic, which as far as I know is perfectly legal and low-tech.
Off subject, but vBulletin does possess this very feature. I am a member of another message board running vBulletin, and our private messages have a report message icon, in other words, the familiar exclamation point inside the triangle, and users are able to forward the message to the moderators’ forum, where other reported messages are sent. It should be possible for this to happen on the Dope. I don’t know why the administration does not choose to implement it.
