I would be satisfied with the Who’s Who are You if it wasn’t for being the CSI theme. May use it anyway…

I think “Hanging On The Telephone” is a better Blondie song to use as a ringtone.
From the same era, you could use the portion of Pink Floyd’s “Dirty Woman” that contains the phone call to the US.
I once told my husband that he should see if he could get a custom ringtone for a particularly annoying relative’s incoming calls. It should be the Alan Parsons Project’s “Don’t Answer Me.”

I’ve got ELO’s “Evil Woman” on my phone, but I don’t dare use that as a personalized ringtone for anyone. 
“Leave Me Alone” by Helen Reddy. Except for the fact that it’s Helen Reddy.
Still in the ELO vein, you could use “Calling America” for overseas calls.

I use Def Leppard’s cover of Blondie’s “Hanging on the Telephone” it greatly amuses me when I hear the part “If you don’t answer, I’ll just ring it off the wall – don’t leave me hangin’ on the telephone”
I had “London Calling” as mine a while back.
The only ringtone I have personalized is for my boss. It’s the Imperial March from Star Wars.
Getting away from the telephone puns - my ringtone for my (very loquacious) friend is “You Talk Too Much” by Run-DMC.
I normally use South Park’s “Chocolate Salty Balls” for my current girlfriend and their “Kyle’s Mom is a Big Fat Bitch” for people that I don’t want to talk to.
Personally I’ve been looking for the “Mail motherfucker” sound from Eurotrip for years to use as my text messages.
I’m leaning towards Beatles - Think for Yourself (“I’ve got a word or two to say about the things that you do…”)
I wish ELO Telephone Line had a better opening.
