What is the intended purpose of the t-shirt?

A faux rendering of a woman’s cleavage, her bikini resembling empty balance scales. A wad of cash stuffed in the cleavage, with two, slimy groping handprints on each boob, likewise marked “Foreign / Domestic” or “Buyer / Seller”.
