Given that poster’s general political leanings, and the fact that he said “the people of Pennsylvania do” (in other words, that he feels the people of Pennsylvania did choose such a person), I’d be relatively certain he’s referring to the winner of that election (Fetterman), and not Oz.
My best friend had a stroke almost 2 years ago. He was in a coma for months. When he got out of it, they thought he would never walk again. But he went from being in a wheelchair to using a walker to getting around with a cane to only needing a cane on occasion. He used to have trouble with conversations or getting confused all the time, now he can chat and reason and joke and remember old anecdotes. He’s almost all the way back to the way he was, it just took time and therapy.
Fetterman’s stroke was 6 months ago. If he’s anything like my buddy, he could still improve a lot.
If Walker has suffered from CTE or some other similar injury, it’s likely to only get worse.
It is my opinion, that Fetterman, the day of his stroke, could have talked circles around Walker. The real bonus is that Fetterman would actually…gasp! Make sense. No word salad, no claiming he’s a police officer/FBI agent/Santa Claus/ or whatever flights of fancy Mr. Walker decides to chase on any given day.

I think it’s extremely probable (to the point of being certain), though how much he suffered and whether it is the cause for his, uh, “eccentricities” or there is another reason (drug use, genetics, natural weirdness) isn’t something I’ve seen officially documented. I’m just trying to be fair.
