On an actual e.g. Mexican General’s uniform, they wouldn’t be identical. A similar motif probably, but not identical. The little details are what indicate the difference between, say, a parachutist, a pilot, a gunner, or an infantryman who rides into battle on a helo.

Why two sets of wings? That’s easy. One set is the jump wings, as has been pointed out.
