On the one hand, the last clause says “… any person …” which means it includes tourists and other non-citizens. On the other hand, the subject of the ylause is “No state …” which could, contortionally, be construed to exclude the federal government from being so constrained.

And it’s not just “undocumented immigrants” this is being applied to - legal residents including registered asylum seekers, green card holders, visa holders and even a few actual citizens have been scooped up by ICE and removed from the country.
Hell, women (again - here in the country legally) are being grabbed off the street by masked men, transported to other states and held in detention there for daring to express a personal opinion at odds with the US government. Which “certain legal procedures” cover that, pray tell?

Note that “due process” requires the US to demonstrate that the individuals are here illegally, because that’s what due process is. There is no exception for “unless you’re quite tan and speak Spanish in which case you’re guilty until proven innocent and possibly even afterwards”.
You mean “targeting people they claim are members of Tren de Aragua with no substantial proof that this is true, no due process to allow that proof to be seen and tested, and deliberate disinformation to justify deporting (or just straight out trafficking) people we know have never been members of that or any gang”? This is entirely the problem.
Also, the whole “this bullshit we made up about an invasion (that isn’t happening) justifies us invoking an act that doesn’t apply in this situation and wouldn’t even if there were vast hordes of undocumented immigrants coming across the border in order to circumvent some very clear and definitive parts of the US Constitution” argument is - as many courts have pointed out - not remotely legally valid.
