Since I was young ( 11) I’ve gotten comments on my body ( nice butt usually) which, up until my 30’s was way underweight so I couldn’t understand it.
Still get them. I dont think its rude. I feel like its when I tell a woman, “I like your hair.”
No ones touched me, they would be swatted away before they realized.

No self respecting man with any home training would holler that out to a stranger.

It smacks a bit of allowing and emboldening the behavior of those men. Who then apply it to more women.

According to conventional standards of social manners, though, yes it is generally considdred rude and overfamiliar to make unsolicited comments on the physical appearance of strangers, whether the comments are critical or complimentary. That goes both for strange men complimenting your butt and your complimenting strange women’s hair. (Although the personal intrusiveness of the butt remarks is obviously higher than that of the hair remarks, since body parts like butts are usually discussed only among intimates.)

Mind you, nobody’s saying that you personally aren’t allowed to be okay with exchanging such personal remarks with strangers. And if you and the strangers are both okay with it, then it’s nobody else’s business. When in doubt, though, it’s probably safest to stick with the general rule against offering any opinions on any details of a stranger’s appearance.
