Agreed… I’m pretty sure it’s just the underside of her lip. In the bottom-center panel, Agatha has a similar lip-shadow.
But… With the Foglios, ya never know! It would be far, far, far from the weirdest trick they’ve ever pulled on us! Naughty Paris, land of the Can-Can and the Guignol, where any degradation is acceptable so long as you perform it with elan: why not have a bearded Princess? They certainly had Princes who wore dresses…

I think if Phil wanted her to have a beard, there’d be no question about it.
Also, I don’t think this would match his tendency when drawing beards - he seems to prefer chinstraps. Even to full beards, let alone random soul patches (which I don’t remember any of his characters ever having).
