It’s (if I understand correctly) normalizing for the VOTER, not the one who is voted on.

So a guy who only rates people from 1-3 consistently will be adjusted. But if a particular picture gets a 1 rating from tons of different people, that won’t be adjusted.

At least, that’s what I think they meant.
