Serious question: how do you explain Trump’s ignorance of the simplest things that are common knowledge among educated people (Douglass, France being a historical ally, Israel being in the Middle East)? Trump has a college degree and he is both stupid AND ignorant. Did he go to any classes or do any work? Hell, a middle-schooler knows the stuff he is ignorant of. I think Trump’s college degree was bought and paid for, i.e., he paid others to take his exams and do his work.
I’m not saying this applies to The Mooch, but focusing on your word, “usually,” stupid people can and do emerge from college (even fancy-schamncy colleges) culturally and functionally illiterate.
I sat with a young VP at Chase Bank (college degreed) earlier this week. He alluded to a street in our city named (as he pronounced it) POT-oh-mack. I said, “Do you mean Potomac?” How did he get through college without ever hearing the name of the Potomac River said out loud enough times so he could pronounce it correctly? For that matter, I’m pretty sure he didn’t know that the street was named for that river.

You’re effectively reducing “he is stupid” to mean the exact same thing as “he did something stupid”. Because anyone who does anything stupid (e.g. pretending to fly a 777 etc.) is stupid, the way you’re looking at it. But the context of this thread is that it begins with the premise that Scaramucci is acting stupid. The question was whether he really is this stupid. Responding to that question by simply redefining “is this stupid” to mean the same thing as “acting stupid” is pointless.

You appear not to have read the OP. The OP recognizes that Scaramucci is a financier, an occupation that takes some intelligence. He asks how he could possibly be so ignorant of the regulations of his own field and know that his disclosure documents are public record. And being that ignorant really is stupid.
You appear not to have understood the OP. The OP’s question implied that anyone with enough intelligence to be a financier should know better than that. The OP assumed that general intelligence was likely a contradiction to this level of specific ignorance, and that this was therefore puzzling.
Several other posters seemed to take the stance that the guy really is stupid in general, his prior career notwithstanding. I think that’s unlikely, but it did at least address the OP. But simply responding that by virtue of acting stupid he is stupid doesn’t add anything at all.
I agree, writing that people who make $10’s mils from nothing (like Scaramucci) are ‘stupid’, just as disembodied voice on the internet with no particular achievements on display, doesn’t make that writer look too smart.
Of course luck factors in and it’s a probabilities game: you can seldom say exactly why people who get rich do unless the lottery*. But the probability ‘Mooch’ has ‘avg or below IQ’ is extremely low. Actually it’s pretty obviously not the case if you’ve seen him in his fairly extensive appearances on financial TV shows over the years. He’s always seemed to me more the kind of WS guy whose key talent is picking up things from other people and promoting himself than any real genius himself, but you can’t do that to the tune of ‘even’ a few $10mils if you aren’t still pretty smart. There isn’t that much money lying around on WS.
You can make dumb mistakes as a smart person, and be an obnoxious smart person.
*even with the kind of ‘inventive genius’ rich people anti-capitalist types are willing to grudgingly admire (Jobs, Gates, etc) there’s usually some question how much of the genius really came from them as opposed to less celebrated less savvy collaborators.
