Yep, based on that picture alone and my rudimentary anatomy skills, I’m voting biologically female. (We’re talking about the person in the center, right?) Of course, I’ve been fooled before, but usually by outfits which include waist cinchers - this one being bare torsoed, it’d be hard to fake the wide hips with an artificially small waist.

Figure sculptor checking in: I’m going female all the way. I think it’s the angle of the shot that is giving you the odd look to the face, but the rest of the body is perfectly feminine. She simply has a little muscle on her legs.

That’s a woman. Take a look at the curvature of her right thigh; that’s not a man’s leg.
Why would you think it’s a man? Short hair? 
I don’t see anything about that individual that suggests she isn’t a biological female. Her jaw may be just a little strong, but shoulders, waist, belly, and hips all suggest female. Her pectoral appendages look pretty convincing as well.
I suppose she could theoretically be biologically male, but I wouldn’t have thought about it if you hadn’t brought it up. Looks female to me.

Strong facial features, and the short hair kind of offsets them but those are some natural looking boobs, nice waist and hips and curvy thighs. Too much natural body fat distribution to be a man.
I think the boots are making her legs look stumpy which also might contribute to the confusion.

In addition to the natural-looking breasts, she also doesn’t appear to have an Adam’s apple. I don’t really see anything masculine, other than perhaps style of clothing (such as it is) and hair.
