In the last, the good doctor appears to be a member of a secret counsel of TV icons. But is the member actually actor Tom Baker, or does the Doctor himself serve on a committee consisting of Krusty, Chesperito, Dr. Who, and Steven Q. Urkel. Before you answer, please remember that, short of a member here being a simpsons writer, their is not likely to be an answer. Please also note that Krusty the Clown is a real person (in the context) Also note that, in order to keep alien races from wonder why a character from their history, such as himself, shows up to ruin their dreams of conquest, he has inserted himself into the ancient literature of such races, to confuse the issue.
Also, in that “Treehouse of Horror” episode where Comic Book Guy plays a villain called “The Collector,” one of the people he has captured for his menagerie is the Tom Baker-era Doctor.
Presumably the actor. The only other explanation would be that in the Simpsons universe, the Doctor is a real person whose adventures are nevertheless shown on television (as documentaries, one supposes).
And note that Krusty the Klown is a character; Herschel Krustofsky is the actor.
The Doctor I’d say, perhaps because his style is the most distinctive of the Doctor Whos, the large fuzzy head of hair and long scarves. Pertwee’s Doctor didn’t jump out as much, especially now that he could be mistaken for an aging Austin Powers

In the Who-niverse, there is a television show called Professor X, which was inspired by stories of government cover-ups of “alien invasions”. This has continued with the existence of fanzines (in the books), and websites showing “evidence” of alien presences. Mostly Sometimes, said evidence is real, and sometimes just a burnt piece of grass from kids launching model rockets.
