The military does eat first, but like Wesley has said, they are still very poorly rationed. Especially at the bottom ranks, where soldiers have been seen living on soup and so forth. More than what many people North of Pyongyang get, but still not a lot.
This movie, which I swear was online free in its entirety at one point, shows soldiers eating soup and so forth while people beg for food. My linking is not working now, but it’s about 50 seconds in.
