I think we are getting caught up in the rescue part.
Driver A hears over the CB from Driver B that her father is having a major medical issue.  Driver A pulls off the highway and goes to a payphone and calls emergency personnel.  The lateral part is: how did we get to that part of the story?
Well, looks like I killed the entire thread.
So a father is explaining to his little kid how the CB radio is used when suddenly he suffers a heart attack or something equally terrible. The kid, now armed with a bit of knowledge about how to operate the CB radio fiddles around with it until he reaches someone and tries to explain that his Dad is in trouble - perhaps the car has rolled to a stop somewhere on the side of the road. The receiver speaks to the child and helps him to work out where they are. Paramedics are called. Father is saved. Child is a hero.

Okay just reread the bit that says the receiver has to go to a payphone. So either this is before cellphones or in a remote area without coverage…

That is a great answer but unfortunately incorrect.
CB radios were prevalent so late 70’s.
Driver A is explaining how to use the emergency CB channel when at that exact moment an emergency call comes over from the other car about father having a major medical issue?
Extremely close, but it didn’t happen during the explanation.
