I think Star Trek: The Next Generation’s Q should be the emcee/referee, just cause that would make things even more screwy.
Other interesting scenario I haven’t thought of?

Cagematch, no weapons, no armor, just a speedo and their fists? Well, the PPV ratings will be sky-high among the ladies, but I’ve got to give this one to the god. While I’m sure The Master has a few tricks up his sleeve, he doesn’t have the raw strength or combat expertise that Loki has. Plus Loki has the power of illusions, so The Master is going to spend a lot of time punching the wall. Loki takes this in however many rounds the Master has regenerations left.
Sherlock v Moriarity? Loki has some sweet Asgardian tech, but nothing compared to Time Lord technology. The TARDIS also gives the master the ability to jump around in time. The Master wins this one before Loki even knows there’s a fight.
Jeopardy? This is a toughie, because Jeopardy has a lot of Earth culture based clues, which I think neither of them are really interested in. I give this to The Master, since he’s actually spent enough time as a human to absorb at least SOME of the answers. Loki, not so much. (Although this could go the other way if the board is HEAVILY slanted).
Takeover the world? Well, both have tried, only one has actually done it, (and did it multiple times), so I have to give it to the Master.
