Characterizing a traffic accident as “killings” renders the term a bit meaningless. People were killed, but that’s not what “killings” is usually taken to mean.
The rules say that I am counting cases where the killer was charged or would have been charged had he lived. If you are the sort who picks out the cashews from the mixed nuts it is easy enough to do so.

I have to make a judgement call. I admit a tendency toward publication. I figure it is better to include than exclude.

Charged with what, though? First-degree homicide for deliberately mowing down a family of four with an SUV, or vehicular manslaughter because he was innocently changing the radio station?

Had the driver lived he likely would have been charged with a crime. Further, I added cases like this in response to claims my work was meaningless without it.
It is better, I think to include all the vehicular homicides I can find than excluding them all. Worst of all would be trying to include only the vehicular homicides that were “really” homicides.
How can we determine which vehicular homicides really count? Too much of a judgement call.
If you would like to exclude them, it is easy enough for you to do. But I would caution you that you are likely to be criticized by those who would prefer you do your project according to their rules.
