My girlfriend was carjacked today. And is still missing [update: she has been found]

Reporting a suspected kidnapping/carjacking is an appropriate reason to call 9-1-1. And, yes, it would be recorded.

BOLO is short for Be On the LookOut. It is a notification to law enforcement personnel. Broadly, not all law enforcement agencies make BOLOs public. Some might do so, or only on a case-by-case basis.

There may be special procedures for handing kidnapping reports that might limit release of information about the report. This may result in such a report not being listed in a public police blotter or list of BOLOs.

The FBI deals with kidnapping. The information about possible international transport* from the phone location give the FBI jurisdiction. Call them.
*Though it may not apply in this case, the FBI will investigate kidnappings of children “of tender years” (age 12 and under) even in the absence of evidence of interstate transport.

Still nothing to report, though I would like to clarify the phone location issue. When I mentioned Canada, it was to comment on the fact that those on-line locators seem to be spotty at best. Given how long it’d been since the carjacking happened I posted that, there was no way that a car in Louisville could have driven to Canada. I have no reason to believe that she was taken out of the country.

I think this is beyond a “simple” carjacking noow, it sounds like it’s now a kidnapping, police should be going out of their way to assist you in the search, definitely alert the local media as well

As others have said CALL THE FBI. The worst that can happen is that they’ll say they don’t have jurisdiction. Mention that you’re not positive but think that her phone is or was in or near Canada. Mention that the local police aren’t helpful.

As I said, the worst that can happen is that they won’t be able to help you. You have nothing to lose by calling them!

Also, if you think the locals may be ignoring you because of racial issues, that itself may interest the FBI.

While there may be no reason to think they’ve gone to Canada, it’s not impossible. Looks like it’s ~ 5.5 hours to Detroit from the middle of Kentucky.

Is it at all possible that her car was repossessed? Or that she had a payday-type loan against her car title? Those texts would make a heckuva lot more sense if the people who took her car felt in some way entitled to it. (Not saying they were, just that they thought so.) It would make no sense at all for a successful carjacker to start sending texts from her phone like that. I mean, stupid criminals, or on drugs, or whatever, but everybody knows a location can be traced on a phone. They would have to be soooo stupid to not just throw it out the window.

And if it was a repossession the police would have a record of it, but be unable to disclose that to you. Is there a particular friend she might go to in a case like that? If she was maybe too embarrassed to contact you?

When they asked where you were, what did you reply? Did you arrange to meet them someplace safe?

Yes, are the rest of her friends and family aware she’s missing? Has anyone else heard anything? Maybe you guys should put up a Facebook page with photos of her and her car to help spread the word that she is missing. I often see people sharing posts about missing people on there.
