I was just listening to a song by a band called Triptaka and it reminded me of two things. The first is that I’ve always sort of liked Industrial as a subgenre. And the second is that I must have forgotten about it a while ago because I don’t have much that is less than five years old.
If I tell you the bands I’ve liked, can you recommend some newer stuff?

I know that some of them it’s hair splitting if they’re industrial metal or alternative metal, but I like both, so don’t worry about how strictly categorized they need to be. *I already have Lacona Coil, Flyleaf, Evanescence, The Guano Apes and other usual suspects for chick singers in other types of metal bands, though so for female leads I am looking for strictly industrial bands.
Oh, if it’s helpful to know what didn’t grab me too, I hate Static-X and System of a Down.
16 Volt is still making music. I haven’t heard the newest one, but the one before that was pretty good. Plus they’re sharing most of their back-catalog for free on their website.
Not sure if the latest is less than 5 years old, but Assemblage 23 is very good, especially if you like your industrial with insightful and very intelligent lyrics.
Cruciform Injection is good too. Their older stuff is a bit hard to find, but the newer ones should be readily available.
You’d probably like Spineshank. Also, if you haven’t already, set up an account on last.fm and play a few tracks from each of the bands you’ve listed. Their recommendations engine is generally pretty good.
As is Pandora’s. www.pandora.com, set up an account and start with a seed song or artist that you like. I discover a lot of new stuff via Pandora.
The new (legit) Napster has an auto-playlist feature as well, which will help you discover stuff you like but didn’t know about. Different business model there than Pandora, and I think a notably larger catalog of music to work with.
You can also check out artists you like on www.allmusic.com to see similar artists, influences and the like.
I’m a big fan of Front 242, although I find that I fall more into the electronic body music end of the spectrum than the industrial end.
I’ve been sifting through a lot of unsigned bands on SoundClick.com lately (here’s my station, if anyone cares). There’s no recommendation engine, but it’s a good place for listening to music that almost nobody has heard before.
From your examples you might like a Polish band called Kregi. Their sound is a little similar to Tool’s. The downside is that the lyrics are all Polish. I only understand a handful of words – “Kazdy Dzien” means “every day”, “Nasycenie” means “saturation”, and “jestem” means “I am” – but in spite of this it’s still very appealing.
You might also like The Funeral, though they could be more goth than you’re looking for.
Within Temptation, After Forever, Epica, Nightwish and are more Gothic, but you did mention liking Lacuna Coil and Evanesence so these all are a similar feel with chick power. vocals. Graveworm, Cannibal Corpse and Kamelot again gothic with black/death metal roots and influences. Industrial light EBM you have Assemblage 23, Cesium 132, VNV Nation. Industrial medium/hard depending on your POV Wumscut, KMFDM, Hocico and Combichrist. And to old school it Test Department, Front Line Assembly, Skinny Puppy, Killing Joke, Throbbing Gristle, Revolting Cocks, Coil, Einstürzende Neubauten, Chem Lab, Laibach, Acumen and Leatherstrip.
