A flag, displayed like that, I wouldn’t consider, at least just in passing/seeing it someone’s house, that it was anything other than as a memorial for someone that was in the armed forces.
Regarding the number of stars, is it possible it’s in the case backwards? I haven’t folded a flag since my scouting days, but this page says when you’re done it should have 6 on the front and 4 on the back.

There’s a standard way to fold the US flag, so a larger flag will fold into a larger triangle.
They can’t be doing this accidentally.
I was in Scouting, I remember the procedure.
My guess as to why this is happening is that they probably can’t use footage of actual US troops nor national guard because those entities aren’t allowed to endorse a candidate, and are likely to come down hard on anyone who uses them for partisan purposes.
But there are lots of Russian propaganda footage of nice white authoritarians marching in uniform to be had all over the interwebs, and the Russian army has bigger things to worry about than coming after some useful idiot who used their stock footage in a campaign ad.
I don’t know why they don’t go old-school like these fellows off to build the wall down south.
