I’ll give Putin this one bit of credit: He knows how to ride. Heels down, proper grip on the reins, looks like a well-balanced seat. Agreed it’s stupid to ride shirtless, but otherwise he does know what he’s doing; it’s not just a “Me he-man!” fake pose.

Might be a Mongol horse – small, wiry, homely, but tough as all hell, although those are usually even shorter, short-necked, big-headed, and stocky. (Googles) Could be an Altai, Buryat, or just some weedy crossbred.
ETA: Heels down makes for better riding even without saddle/stirrups.
ETA2: Hard to say whether Putin would be as brutal to what he rides as he is to human beings. I’ve known otherwise nasty people who treated their horses well.
