The context is a bunch of known-misogynistic men saying it about a woman. Yes, the context does make it clear. The only way it can mean something else is if “rape” is being used as a metaphor for something else, but the plain (and here, clearly-intended) meaning is rape.
One thing is true, though. He was not, in fact, suggesting anything of a sexual nature. He was explicitly stating outright something a sexual nature. That’s no suggestion.

Because there are two potential scenarios; one where they are picturing a female president being ignored by military leaders because she’s a woman and weak and incapable of gaining the respect of those people.
And one where she’s literally being gang-raped by military leaders because she can’t move.
The first scenario fits the common stereotype that the right is trying to paint about Kamala Harris; her laughing, her “joy instead of policy”, her failure to support the border against invasion.
The other is a crazy non-sequitur that came out of left field and doesn’t really relate to any of the right’s messaging; even when they are being total pigs about her “sleeping her way to the top”, they’re presenting her as using sex in a transactional way and not that she’s a victim.
I don’t in any way think a person like Watters is incapable of saying such a thing, but it makes no fucking sense to think he was saying that.
(I do however believe that they’d joke about it off the air though, fucking shitheads they are.)

I do think I see what you’re saying.
Some of us believe he used the phrasing he did for a reason. I think you’re saying it was an unfortunate accident because he has that sort of vocabulary right at his fingertips, being the jerk that he is.
I kind of wish we’d all just drop it now. We all agree Watters is a fuckhead.
I don’t doubt he’s capable of that. I just think it makes more sense that he’d stick with the right wing talking points about her.
I guess if he let it slip in an unguarded moment when he wasn’t doing his job as a propagandist and tried to recover, that makes sense. But that’s a big departure I find hard to accept. (But, maybe, it’s not impossible.)

And no, he’s not sticking to the talking points. I think it’s as simple as “She’s a woman. We should attack her for being a woman. What do I know about women? I like raping them. Women exist to be raped.” Which attitude is unfortunately very common, and very appealing to an unfortunately-large number of folks.
