Unless there’s something about women’s fashion that I don’t know, there’s generally not going to be a way to see a garter belt unless the woman is, at least, partially undressed.
Maybe, in a Marilyn Monroe sort of situation where a woman’s skirt is being blown up, you might be getting a view. But, whether the woman enjoys that is going to depend on the woman - probably, for most women, that’s going to be not so much but for a few who like to be scandalous, yes. Your safest bet is going to be on the “no” side. The men that see that, they’re suddenly getting a surprise viewing of a lady’s butt and crotch. Assuming it’s a good looking lady then, sure, some of them might like that.
But in the vast majority case, if she’s taking her clothing off then, sure, the guy is probably going to be feeling something.
This. No need to go into the details, women can dress to accentuate features that attract men. Not all men are old as the hills and don’t have nostalgic memories of how women used to dress more than half a century ago, yet while women’s styles change there’s always a new one that will attract men and I have nostalgic memories for every one of those over the decades.
There is so very much about women’s fashion I do not know!! My gf was wearing very tight jeans (very dressy jeans) one day and another woman complimented her on the lack of panty lines. When we got home and she changed clothes, I found out why she lacked panty lines!
Heh, I’ve known more than one girl who would wear a skirt short enough that you can see the tops of the stockings and the attached garters when she was standing. They seemed to have the opinion that if you couldn’t see the garter belt, there wasn’t much point in wearing it.

The thing that determines what you find arousing depends on what you were exposed to when you entered puberty. For myself, I turned 12 in 1960, so one of the sexiest things in the world to me is when a Don Draper-type guy in a suit loosens his tie and unbuttons his collar button.
I know a guy who thinks that the sexiest garment a woman can wear is high-waisted plain white cotton panties. Not something you would find in the Victoria’s Secret catalog.
There is a certain skirt called a skater skirt. It flips up. At a wisp of a breeze.
The Lil’wrekker has some. She generally wears a biker short under them.
But I have seen her with a very long, over the knee, pair of athletic looking socks on with them.
And I assume regular panties.

Garter belts are stereotypically feminine, and once something becomes associated with a gender it often ends up sexy to people attracted to that gender. The “men in uniforms are sexy” effect being an opposite-gender example.
It’s nice that you find nylon stockings and garter belts sexy. I think most men from an older generation appreciate the look of them on a woman because they were around more when they were younger.
My wording should have said stocking tops and garters instead of nylon stockings and garter belts. This post isn’t about undressing for someone….just if they would notice and enjoy a woman’s stocking tops and garters if she was sitting out in public
