I am in the midst of a debate with a friend. The subject of the debate is if men, the average man, finds stockings and garters sexy or alluring.
In an effort to avoid tainting the well, I will respond later, but all I’m really looking for right now is if men find stockings and garters on a woman are sexy or alluring.
I suppose it counts for lesbians as well. Pretty much anyone that normally likes women in a sexual way.

Yes. I think the answer has something to do with the hint or suggestion of easier access than panty hose allows.
Yes, I find stockings and garters (and garter belts!) both sexy and alluring. This is true whether the wearer is a lesbian or not, although it’s even better if they are.
Do they still sell stockings and garters? Okay, stupid question, they sell all manner of sexy things. But that is, are they easily accessible? Pantyhose, you can find that in any drugstore–you don’t have to go to a special Agent Provocateur store for that. And do most women wear garters/stockings, or is it more an “in the bedroom” type thing?
I like stockings, garters and garter belts. The whole “sexy bedroom” look is nice, but there is something unspeakably erotic about getting a glimpse of such a thing from under a skirt. Oh my.

Well, I see them at The Bay when I wander the socks/stocking/hose section. Not a very huge selection, and generally the smallest sizes though.
Took the words out of my mouth. For me the “unspeakably” is because I’m not quite sure what it is about stockings/garters that does it for me, but I do definitely appreciate the look.

I PREFER to wear a garter&stockings because I find them more comfortable than pantyhose.
When I can find them, I stock up on the all-in-one garter-hose - they are comfortable and they look great! But of course, this is coming from someone who likes to wear corsets as well. =)

No. They just look old-fashioned. No matter how obviously modern/sexy/expensive they are obviously supposed to be.
I quite like them although I’m not opposed to ripping my way through a pair of pantyhose either. In fact sometimes I prefer it.
In my experience you can, if you really look find stockings, not usually at drugstores but at chain sores (Walmart even) that have clothing departments. But they usually have thigh highs…stockings with elastic at the top rather than garters. I haven’t had a problem finding the , when I can find them, in my size , or close, but the y do givve you a little thigh bulge at the elasic. But I’ve found numerous men will gibber uncontrolablely and offer you emerald earings at the sight of thigh bulge.
And you still have the all important aspect of acess. And while the OP askes for men I think I can weigh in on this, part of the point is having stockings wrapped around your back (I used to date a transvestite) and you can’t do that if you have to take them off first. Pantyhose are the devil’s work (stockings and garters are the work of god when he’s drunk 
)
The best lingerie a woman can wear is one of my white dress shirts, and nothing else. Dear Lord Jesus, but that’s hot.
For me, the appeal of stockings is twofold - first, I like them because they are aesthetically more pleasing than pantyhose; second, they are rarer than pantyhose on your average woman (I think), and so they have that “special treat” feel. It also helps that they make a woman’s legs look both longer and slimmer, and give you that tantalizing peek of skin just above the top that makes your (my) mouth water.

I believe it is an entirely conditioned response – years of movies, photos, etc., of sexy women doing sexy things while wearing stockings/garters have cemented the association. But whatever the underlying reason, Mrs. Bayard is never sexier than when she’s showing off her gorgeous legs with a pair of stockings.
