I don’t think she’s making it up.
She referenced a conversation she had with Brent Spiner and used that to make some points with a caller.
I think she was an uncredited extra with a non-speaking role, which is why it is so difficult to track this down.

No, no one that high up. Are the Okudas still involved in Trek? If not, maybe they need to come back.
The woman I know actually has a screen credit in First Contact and in a few eps of the shows. Production Assistant is (I think) what they list her as. But, continuity is what she says she did. She’s on some other projects, now. No Enterprise.

Well, she got back with me. She is not involved in Trek now, doing other shows and pilots.
She doesn’t recall the event, and neither does anyone else she’s still around from back then.
Doesn’t prove anything one way or another, but leads me to the conclusion that it was a ND NA* barely there role that only the person doing it would remember.
