Probably a matter of style book, particularly in the body of the article. The guy is “The Archbishop of Washington”, pretty sure all dioceses are named for a city. Heck, both of the main(e) Portlands are dioceses.
And some of it is probably a story breaking out of geographic intent - it is a local story, where which Washington is meant is obvious. All the bishops/dioceses have their own exorcists.
Not being a Christian, I have virtually no idea how their realms work.

I’m a Christian and have no clue because that’s Catholicism. I no more have an idea of how that works than a random person in Boston knows how the legislature in Pakistan works just because he’s from Earth.
