Yes, glans hypersensitivity folloowing ejaculation is very common among males. For some, even being touched afterwards can be almost painful. The sensitivity is normal, but that doesn’t mean the he doesn’t want you to swallow. You just have to give it a few seconds (in my case, literally just a few, like 10) for the sensitivity to die down, then you can do whatever you want.

No, I’m not being flip. Besides, the hypersensitive part of the penis at that time is the glans at the top.
