Doing absolutely nothing wrong. He’s free to use either lane to go straight.
Being kind of rude by making the people behind him wait to turn right. Even though he’s legally allowed to go straight from that lane, the polite thing would have been to use Lane 1 so the vehicles in Lane 2 can make a right turn on red.
