I knew Frank and Jesse immediately, and it was having them in my mind when I read “William and Henry” that made me think of the right pair.

Summary

They were all contemporaries, except for the early demise of Jesse.

ETA: I was trying to do the ‘spoiler blur’ but couldn’t find it. I guess the Summary (hide details) thingy does the same thing, and it was easy to find.

You are the official public statistician for New York City, tabulating crime figures for the year of 2001. There is a debate. One side argues that everyone who died in the World Trade Center on 9/11 should be classified as homicides, thus adding over 2,600 to the homicide statistics for NYC for that year. The other side argues that this is misleading and that 9/11 was a one-time anomaly and that adding the WTC death toll to the homicide tally would greatly skew the statistics and make it difficult to parse out and determine what the “normal baseline” amount of homicide was in NYC for that year. The decision is up to you.
