Probably more along the lines of “militarizing” people with key skills so that they can’t quit on you or take holiday at an inconvenient time, and you can move them around at will, and order them to go into some damaged nuke plant in conquered territory or go fix a pipeline under fire and they can’t say no.
Not mobilizing women?? US, UKR, many western nations have significant percentages of the military as women, including combat positions. Thoughts on why Russia is not including women?

The ‘night witches’ of WWII were feared by the Germans. Valentina Tereshkova was a cosmonaut a couple of decades before Sally Ride flew into space. AIUI, women were a crucial – and deadly – part of the Soviet forces in WWII. Why wouldn’t Putin include women?
You can kill off 90% of your male population without screwing over your population demographics too much. Not so much with the women.

I’m mostly serious, though. Russia already has a serious demographic problem–not enough kids being born. Putin must know this at some level. And, well, men are largely expendable here.
I’d hope that Putin isn’t planning on losing 90% of the male population, but a percent or two? Sure, no problem. Better than losing the same number of potential babymakers.
The Soviet Union drafted men throughout it’s entire existance, but only drafted women during WWII and that was out of sheer desperation. Russia is no where neer that state. Putin genuinely feers the blowback from a mass mobilization; that’s why he’s held off as long as he could. However bad this is the blowback would be much worse, from both sexes, if women were being drafted.
Desperation? Impossible. Why some pundits here have said that the USSR whipped the Nazis all by themselves, with one hand tied behind their backs! They didn’t need the Allies or Lend lease or anything!

Am unmotivated army is not going to defeat a motivated people fighting for their lives without overwhelming logistical and technological superiority. Which the Russians don’t remotely have. Russia will lose.

Why would it not be legit. During the Vietnam war the USSR often gave the NVA details of US movements. In the Soviet Afghan the same was done by the US and Pakistan to the Mujahideen.
In Korea, it was the Soviet airforce in direct confrontation with the USAF and USN/RN aircraft.
