What makes you think they are? As has been pointed out several times, IQ scores are converging as developing nations have a more pronounced Flynn Effect.
If you’re talking about academic achievement between ethnic minorities, that’s a different thing where intelligence is just one input.
For example, here in the UK children of South Asian descent do poorly academically on average. Currently they are doing slightly better than black children but it has been the other way round in past years (e.g. 2006). What race are people of South Asian descent and if they are classified as a stupid race, why is India now enjoying such growth and technical ingenuity?

For myself, when I was younger I thought I was enlightened. However, I grew up in a very isolated, white rural area and didn’t realize the effect of this until I found myself teaching many Black students.
I realized I was racist when I was SURPRISED that Black students were doing well in my classes.

I don’t know about NDD, but for me it’s the fact that black achievement stays significantly below that of whites.
Given the poor conditions in the Third World in terms of medicine; education; law; nutrition; and sanitation, I think it’s pretty likely that black achievement there can be raised. But raised to the level of equivalent whites? The experience in the United States is not encouraging, to put it politely.
Appropriately, in this case one of the cherries was sitting right at the top of the list. No picking, bending or stooping required.

I find it encouraging that the ones arguing that there’s a genetic cause of black underachievement are objectively the dumbest members of the board. If all blacks were less smart than all whites I might tend to agree, but as I’m sure you would agree there are lots of intelligent black people and dim whites. I’m a black mensan and I see many others at the meetups. Likewise there are black people that have achieved a great deal of success in many fields.
So if anything it’s just averages we’re talking about. The question becomes whether a lower average IQ would prevent a country from becoming prosperous. Personally I doubt it. I think most people are not particularly bright or stupid, and that’s more than adequate for most jobs.
If you want a serious discussion on why some parts of the developing world are genuinely developing and why much of africa is stagnating, I would enjoy that. Or why some ethnic minorities – black, hispanic and south asian often underperform; great topic of discussion too.
But the pure genetic explanation is just based on emotion and has been shown to be flawed in a number of ways.

My position is that a significant part of the black/white achievement gap is the result of genetics, but not necessarily all of it. Thus, if black achievement improves in the Third World, it does not contradict my position unless black achievement comes very close to or equals that of whites. (Or surpasses it.)
That’s a different question. I would guess it probably does, or at least is a big hurdle. It certainly explains the problems in Africa, Haiti, and Detroit.
