I think you might be looking at too narrow a data set. The academic achievement in the black community over time has been improving and tends to correlate with the unemployment and incarceration rates (mostly from the war on drugs) in the black community more consistently than it correlates with the passage of civil rights legislation.
I think genetics has its place and I look forward to eradicating genetic propensities for cancer, heart disease, etc. but you seem to be inching towards a eugenics model based on differences that are largely differences in culture rather than genes.
In your opinion, would it be advisable to limit the reproductive rights of inferior races generally or would you impose some sort of IQ test (or some other qualifying criteria) for reproduction?

If there is a high incidence of left handedness among people with freckles and people with freckles tended to mate with other people with freckles and we noted that over time this correlation between left handedness and being freckled persisted, couldn’t we at least hypothesize that left handedness was heritable and that this heritable trait existed more frequently in people with freckles generally?
To take another example, all dogs can interbreed but if you tell me the breed, I can probably give you a pretty good guess not only about its size and strength but also its intelligence (or trainability or some other non-physical trait).
If we are ready to admit that different breeds of dogs have different average intelligence levels then why can’t we admit different levels of intelligence in different human breeds.

I’m not saying that the gene for skin color is the same gene that determines intelligence but if intelligence is to some extent heritable (and I think most experts believe that it is) and if every study we see notes that there is an IQ gap between blacks and whites (however they are defined) and some of this gap might be attributable to differences in heritable traits. THEN in the context of social programs that are geared to close the socioeconomic gap between blacks and whites, isn’t it relevant that there is not merely a socioeconomic gap but also a difference in heritable traits?
I don’t think we are anywhere near overcoming the non-heritable reasons for the socioeconomic gaps but I think we can all agree that we can’t try to reach relative parity in results if there is not relative parity in ability. I don’t think anyone is saying that skin color is the cause of the IQ gap but if part of the IQ gap is the result of genetics, then it does mean that we can’t expect to achieve parity in results.
“Crime” and “sexual irresponsibility” probably has a lot to do with impulse control which I thought could be the result of genetics. I thought it was pretty well accepted in the psychological community that intelligence is at least partly heritable.
These studies are usiully corrected for socioeconomic status so its more than just poverty or poor education.
They also don’t perform as well as middle class white kids.
Don’t you think the burden of proof should be on you? Sure you have some supporting evidence that SOME of this might be the result fo gentics but there is equally convincing evidence that these things can be completely accounted for by non-genetic factors.
I wouldn’t put too much faith in the global IQ statistics. Its very hard to believe that the average subsaharan African is moderately mentally retarded.
Still its hard to explain away the differences we see between places like Africa and India. Both were colonized, India used to be at least as poor and undeveloped as Africa. Asian immigrants tend to outperform African imigrants almost everywhere they go. We can’t blame rap music for the differences everywhere in the world and at some point excuses start to wear thin. I don’t know what the answer is but I feel that we have not reached the socioeconmic balance we would have if we didn’t have 400 years of slavery and segregation.
