Other countries are run by vastly different governments, and crimes might not be enforced very efficiently, let alone brought to justice. Could be oppression keeping citizen in check by outright fear of capital punishment for even what we would consider petty crimes.
Or poverty stricken countries, there’s not many to steal from when everyone’s poor. Some probably don’t even have a penal system or adequate prisons.
Too many variables to draw any conclusions from a few aspects of data, in which comparisons might be apples and oranges anyway.
Statistics on murder rates are the best way to evaluate the entire rate of crime, or at least violent crime, because murders are most likely to come to the attention of the police. There is a body that shows trauma, or a disappearance under suspicious circumstances.
Disappearances don’t come back murders, only bodies do - missing persons are assumed to have hopped a bus until further notice. Bodies only show up when the police is down with finding them in the first place. And if the police decides that a body is no murder, then it’s not. Even if it was. Some just come up suicide, you know ? Or accidentally fell down an elevator shaft. Onto some bullets.
Bottomline: murder stats are no better way to “evaluate the entire rate of crime” than any other police stat, and certainly no more reliable. If the government body making the stats is bent, the stats are gonna get bent too. If there’s pressure from the local authority to massage the stats for PR or electoral purposes, the stats are going to get massaged. And it gets more complicated when you realize than not all countries judge all deaths the same way…
