As has been already fully demonstrated, the “races” as you identify them don’t even exist in a genetic sense. So there’s nothing to explain.
You have taught yourself very poorly, especially if you still actually believe that “blacks” are actually a separate genetic race. Only a willfully ignorant person could look at that phylogenetic tree and conclude that “blacks” are separate, genetically, from the rest of humanity.
Irish and Italian “differences” were “obvious” 120 years ago. Jewish (and slavic, Polish, gypsy, etc) “differences” were “obvious” to much of Europe 80 years ago. It may be obvious to you, but just as it said a lot about those who claimed it about those other groups in the past, it says far more about you than it does about the “races”.

You’ve demonstrated the lack of these. There exists no evidence, whatsoever, of any inherent difference, genetically, in intelligence or criminality between “races”.
And the social pressure of the past was to keep up those differences, brazil and the other just want to return to the old special pleadings, as it turns out, biological evidence demonstrated what it had been obvious since ancient times, we can still produce offspring regarding of where a male and a female human comes from, there are really no races from a biological point of view. And there is even less evidence that genes overwhelmingly prescribe how smart you are or will be.
