A character on The Simpsons who we see a lot but don’t hear much from is the guy with the trucker hat and glasses at Moe’s. Does he have a name, and has he ever had a line?
He works at the Power plant with Homer, appearing there in a few season one episodes. His name is Charlie, according to the Simpsons Archive. In the episode “The Trouble with Trillions” we learn his militia has a plan to beat up all sorts of government officials, not just George H. W. Bush. “That’ll teach 'em to drag their feet on high-definition TV!”
ETA: He doesn’t just appear in season one eps. He’s also in the plant in the “Last Temptation of Homer.” “Hey! This emergency exit is just painted on!”
AFAIK, his name has never been said (but it’s Sam), but he has had a few lines (along with his partner, Larry (the bald one.))

The Simpsons: A Complete Guide to our Favorite Family, page 103, identifies the “Barflies” as Sam (with hat) and Larry (without hair). Sam identifies himself as a “sympathizer” and Larry a “colleague”, each denying that he is Homer’s “soulmate” (El Viaje Misterioso de Neustro Homer).
And of course Moe identifies himself as a “well-wisher, in that I don’t wish you any specific harm.” 
Did they ever bother to name that girl in Springfield Elementary who wears those wacky V-shaped glasses?
I remember having one of those Character Guides from the magazine around the first or second season or so. Am I on crack or did Richard used to be called Wendell until that name was taken by the curly-haired puking kid?
