It depends. In my state no way. It is not a Megan’s law offense. In other states it could be if convicted. Of they could divert the charge out of court in lieu of medical care. Can’t really say at this point.
She was 21-22 when the show started and in no way looked underage other than she is short.
Getting the police involved seems like a clear over-reaction.
It seem that she needs some medical attention. Putting her in jail and putting her in the spotlight won’t do anyone any good, IMHO.

Maybe she is crazy and needs medical help. Maybe she is just an asshole. Maybe she is a drunk who is fine when she is sober. Regardless of the reason the first step for anyone dealing with it is to call 911. A couple of months ago she was arrested for ramming a police car.
Yes. Calling 911 is appropriate. Too bad the caller cannot tell them to send the police or medical help. With all the many years the 911 system has been in place, I would have thought they would have done a better job by now.
Last time I called 911, I was placed on hold and I had to listen to a recording that played over and over and over again. That recording basically told me that I was on hold - over and over and over again. That was the first time I ever heard that and I was pretty surprised. When my bank does that to me, it’s kind of a rude surprise and I would think they could figure out something better to do.
But when 911 does it, it’s really pretty sad.
People call 911 all the time for things that are too trivial for 911 but above the limit of the crime of abusing the 911 system. When that happens they transfer you to the non-emergency line and you wait. It’s basic triage. In most jurisdictions there are a limited amount of operators and your call was not as important as what they were already dealing with.
In this case she was yelling and flashing children. From the description that does not necessarily mean she needs immediate medical attention. She is basically acting like an asshole. If we threw every asshole in the hospital there wouldn’t be any room for sick people. There could very well be an underlying medical condition but the authorities can not force anyone to get psychological help unless they can be proved to be an immediate danger to themselves or others. But they certainly can stop the criminal behavior that is impacting others at the time.
The last time I called 911 it was for a medical emergency. I asked for medical help. They sent the police in first anyway to make sure the scene was stable and safe enough for the EMTs. The police then radioed their dispatch to send in the ambulance, which arrived 30 seconds later, like it was waiting around the corner. I think that is standard procedure these days.
I dunno. If they were MY three kids, I might think calling the cops was wiser than allowing a crazy naked woman to do ghod knows what all over my neighborhood, much less just flashing the kids.
Sad. When she was on STV, I kept thinking she looked and acted like a kindergarten teacher.
I see what you did there. 
In my area during the day there is a paid service. There is only one ambulance assigned to a pretty large town. If that rig is busy the next one may be far away. At night we have volunteers. There are several rescue squads in town but they might not be waiting and ready to immediately go out. The bottom line is the police will almost always get there first. All the officers are trained in basic first aide and CPR. That is why we send police to medical calls.
She was very schoolmarmish. Except when she turned evil and started wearing leather.
I resent the implication that finding a petite women to be attractive is so wayyy beyond the pale so as to automatically be perverted to be an offensive and bigoted attitude. :mad:
I too thought she was cute. If you want to paste some sort of label on my head, you can go and kindly get yourself stuffed.
That reminds me a little of a recent thread where some people were saying they found Western guys who were preferentially attracted to East Asian women “skeevy”, as such women are typically petite and small.
Things really have gotten out of hand when it’s implied a guy’s a pedo for being attracted to the “wrong kind” of adult woman.
That said…AFAICT you are responding to Diceman saying she looked like a 14-year old in Voyager. I took that to be hyperbole, not implying anything about guys who were attracted to her. May want to re-adjust your sensors.
It’s not Lien that was creepy in Voyager. It was the fact that her character was not quite 2 years old when they found her, and was already engaged to Neelix. And was 2 when Tom Paris started having her. And, in an alternate future, was 7 when she and Tom got married–and her daughter was 2 when she married Tom’s best friend.
Making the Ocampans a race that aged that rapidly was rather skeevy. No wonder people thought she was young.
Oh, and she had an anxiety disorder and is probably self medicating.
She’s an adult by the terms of her species, acts like an adult and is played by an adult actress. You may as well say it’s skeevy in fiction when a centuries-old entity dates, say, a 35 year old human.
And hella skeevy when Arwen marries Aragorn; and worse still when it’s Melian and Elwe, what with her being an ageless spirit who existed before the Creation and he’s “just” a created being.
Kes is fully adult not only by the standards of her own species, but by any absolute standard that measures physical, intellectual and emotional maturity. Days on a calendar don’t mean a thing in that context.

The couple of times I’ve been on scene of an accident in big metropolitan areas, the first ones there were ambulances. Then firetrucks. Then cops a distant last. I suppose a car accident rates higher on the “possible medical emergency” list than “lady flashing her neighbor’s kids”.
But you mentioned being a town, so if it’s more rural, then you might be right, the cops are less busy and the ambulances are fewer.
Wasn’t Aragorn like in his 80’s or something? Still not even a drop in the bucket next to Arwen, but if anything was skeevy about them I’d go with them being technically related before the age thing.
