Actually one of the most consistently interesting parts of the show was how Janeway’s decisions conflicted with others in the crew. If everyone agreed it would have been boring.
There was a lot of poor writing on the show, and I was annoyed at how they used the Q and the Borg. Also, they never seemed to get bored of time paradoxes. If I remember correctly there were actually multiple consecutive episodes in which the effects preceded their cause and it made no sense. And of course when you have wrestlers guest starring that isn’t a good sign.
But writing episodes for Voyager is harder than the other series. They are on their own. They can’t go to Earth, or get visitors from Earth, whenever they want. Anyway, I still liked Voyager.
Conflict is part of story telling even in Trek, but I truly think that some viewers resent the woman or Black guy being right.
I think anyone would have used up the Borg. They should indeed have been used sparingly. I thnk Q remained good story materail right up to the last one. What’s memorable from many Q episodes are the gags; "If you could see your faces! Oh, you can! " POOF mirrors.
B&B do like time travel too mcu. See Enterprise for example.
