Apparently, this was indeed a false rumor. Kurtzman has spoken out in a podcast about his plans for Star Trek: Picard and his plans for other Star Trek-related projects on CBS All Access.

Not so lame. Picard and Seven both were assimilated by the Borg. Seven would have had a connection with Picard during his time as Locutus. Even after being rescued, both seem to have a vestigial connection to the Borg, and would presumably have had some type of telepathic connection to each other.
