I can’t recall the name, but he basically played the same character on TNG. He was either in Starfleet academy, or just graduated, and was cocky and did some crazy stunt that I think resulted in a death. I heard that the reason they kept the actor but changed his name is so the producers of Voyager wouldn’t have to pay royalties in every single episode he was in (which I think is actually all of them.)

- What species was Seska? Why was this so siginficant?

IIRC, they weren’t actually married. It was an arrangement between their parents. But it was binding, because neither of them would be allowed to marry anyone else without the ritual of the Kali’fee. (sp?)

The character was named Nick Locarno, he was the captain of Nova Squadron at the Academy, and they did do a crazy stunt that killed another squadron member. That was the only TNG episode with that character, however.
