As I write this, Picard is leading Kirk by a hair (presumedly not one of his). Vote now!
Depends on your definition of “studliest”. Everyone knows that Kirk was gettin’ some from every female he encountered. But Picard was probably getting even more; he just didn’t flaunt it. Personally, I’d rank “getting more” higher than “everyone knows it”, so I’d give the edge to Picard.
Are those people nuts? Sisko was taking out Jem Haddar warriors hand-to-hand. Kirk had to build a cannon to stop a serious opponent, or kick him in the knees, or let Spock sneak up behind him… the list goes on…
“Studly” isn’t just scoring with babes; it’s also overcoming obstacles in a truly manly manner, including knowing when to make the other guy back down with a tough-guy bluff. Kirk wins for the Corbomite Maneuver, alone.
Don’t get me wrong - I like a little danger in a man. Some of the stuff Ben Sisko got up to scared the bejeebers out of me. And when he got that certain note in his voice (oooooh, that voice!), even the Jem Hadar were scared of him.
But you never really had to worry that he’d accidentally rip you in half. Worf just might (and that was if he liked you!).

Capt. James T. Kirk - Ditto. Got around a bit too much (or was it all a fake?). Plus he had a really bad wig.
