While I can see your point, and perhaps a shorter span, maybe 15 days, would be appropriate, I think police departments and prosecutors willingness and history of covering for officer misdeeds necessitates immediate transparency in our current environment.
Overall, I think the point was that proposing a bill for less transparency for police was the stupid idea.

For starters, the United States does not have pennies. Never has. Since the mint started operation in 1793. We have cents.
Right now the melt value of a mainly zinc US cent is $0.0054397 so the USA still makes a profit issuing them. (Maybe not since production costs aren’t included in that figure.) The rounding you propose would be wonderful for the sales tax revenues of the states since they always round up. However, retailers would hate switching from $9.99 to $10.00 since they feel customer resistance to higher prices might cost them sales.
In any near future no $1,000 denomination or even $500 FR notes will be printed. Such large bills would be too convenient for drug dealers.
What you say actually has a good deal of common sense, but it might be easier to get the USA on the metric system of measures than to convert coinage and currency to something reflecting a couple of centuries of inflation. (Well, OK, we have eliminated the half cent, the two cent and three cent coins. But we have not yet eliminated the two dollar bill.)
Wider usage of dollar coins would be nice for the mint and the bureau of printing and engraving. But I’m not sure if enough people want to make anything easier on the “evil” US government.
