If agencies are being underfunded, that’s a serious problem. But any agency that is actually underfunded will, you know, act like they are underfunded.

I note that your cite states that these meetings were holdovers from a previous era (Bush) and that the spending has been curtailed. In other words, Obama discovered the problem that his predecessor’s administration allowed and put a stop to it.

The administration did make changes in response to the media furor, this is true. The IRS is still not doing its job properly though. Conservative groups are still being targeted and the GAO says that the audit selection process is not being properly documented. That is not actually a problem from previous administrations, that’s one that arose because Democrats demanded more scrutiny of these groups and because all kinds of agencies are going rogue on the President.
Maybe conservative groups are being targeted because they’re disproportionately trying to beat the system.
