Lots of weasel words here on what constitutes a “terror attack” for the purposes of a bet. For example, would the Oklahoma City Bombing be terrorism? Yes, but for the purposes of the bet, does a homegrown right wing terror attack count? Sure seems against the spirit of the bet.
So if we limit a “terror attack” to an attack by an immigrant, that wouldn’t even include Nidal Hasan, the Ft. Hood shooter, because he was born in Virginia. And if we limit it to people coming here specifically to commit acts of terror, we exclude Boston Marathon bomber Dzhokhar Tsarnaev who came here at the age of 9 years old.
The spirit of this bet would be that someone came into this country legally or quasi-legally specifically because they wanted to commit acts of terror against America and that has not happened since 9/11.
As for the second part, does a “lynching” require hanging from trees and pitchforked lynch mobs? Because that is unlikely. But since 9/11, there have been many cases of attacks against Muslims or, in the case of the Wisconsin Sikh Temple shooting (6 killed not including the shooter, four wounded), people who wore Turbans and were brown.

On August 25, 2010, a New York taxi driver was stabbed after a passenger asked if he was Muslim.
December 27, 2012 in New York City 31-year-old Erika Menendez allegedly pushed an Indian immigrant and small businessman named Sunando Sen onto the subway tracks where he was struck and killed by a train. Menendez, who has a long history of mental illness and violence, told police: “I pushed a Muslim off the train tracks because I hate Hindus and Muslims… Ever since 2001 when they put down the Twin Towers, I’ve been beating them up.” She has been charged with 2nd degree murder as a hate crime.

And all of this was before the French attacks further inflamed the anti-Muslim, anti-immigrant fires.
So I am not taking your bet, but it’s not because the odds are not tempting. To be sure, any bookmaker would laugh at your 10-to-1 price since based on what happened in the years since 9/11, the odds should be a lot higher the other way.

Tell you what: Vet prospective gun owners as thoroughly as Syrian refugees are being vetted and a lot of people in favor of gun control would be fine with that.
