I think it’s the “guns and KKK stickers” side of it.
Though I wouldn’t call it a Republican idea, rather a stupid move by alt-right leaning types.
On the one hand it’s the employees, not the firm, that were engaged in the ill-advised actions. On the other hand I’d be very surprised if this is the first time the employees in question had turned up to a job with firearms and KKK stickers, and the firm management ought to have considered the appropriateness of them doing so on a government job and advised them to be more circumspect.
Unless of course the onsite managers themselves were among those with the stickers and guns, in which case fuck 'em.

Openly brandishing weapons. In the photo, one of them had his pistol in his hand for no acceptable reason. That’s brandishing and an implied threat.

I think the entire GOP is getting the idea from Trump. Truth or not, just threaten legal action when someone says something you don’t like. Covefefe LaFlame threatens to sue much more often than he actually does. In this case a letter or postcard, or fax, or e-mail, or Facebook posting, urging Tom Cotton to take or not take an action cannot possibly be considered as harassment unless there was a physical threat involved.
