Herman Cain, the man that constantly talks about the importance of the constitution, once again shows his ignorance of the document, he claims to be such an expert on. He has promised to sign a constitutional amendment into law should he be elected president. Ben Smith was quick to point out presidents don’t sign amendments.
Interestingly, thats only true as a matter of Supreme Court precedent. The text of the Constitution is ambiguous. Article One states, “*every * . . . vote, to which the concurrence of the Senate and House of Representatives may be necessary (except on a question of adjournment) shall be presented to the President of the United States; and before the same shall take effect, shall be approved by him, or being disapproved by him, shall be repassed by two thirds of the Senate and House of Representatives.” That could easily be read to cover the vote in Congress necessary to propose an amendment.
