Yes, they have party caucuses & Conventions, and usually one candidate will be the one ‘endorsed’ by the party.
But anyone can go out and file in the Primary, and if they are chosen by the voters, they become the only candidate from that party on the general election ballot. At that point, the party can either choose to support them, or do nothing and risk the other party winning the election. Generally, they choose to endorse the candidate.

If you’ve got $50 and 100 signatures (I don’t actually know the NC ballot access rules and can’t be bothered to look them up), then your name is on the ballot.
And if the Democrats knew about his website, they were wise to keep it quiet until after the election (and maybe put up a couple of yard signs for him) (c.f. Todd Akins).

I did some half-hearted research on Ballotpedia and it looks like there was an unusually low turnout for the Republican primary in that district (1271). The incumbent, Garland Pierce, ran unopposed for the Democratic nomination. Other districts look to have much higher turnouts in their primaries. I suspect Pierce’s seat is fairly safe.
