I believe that is ‘revenue’ bills, which as I understand it would be ones that affect taxes. Pretty much any bill is going to cause some spending, after all.

No, their are plenty of bills that do not involve spending. Passing specific laws, for instance, are not spending bills. Or declaring national bucket of sand day.
