Now, what I don’t know is where “inferior officer” ends and “civil service job” begins. At some point, if the president is blocked from appointing anyone , I would think that certain functions would have to be performed on an acting basis by a civil servant.
As far as Congress is concerned, there is no limit. The enabling legislation determines whether given officers of an agency are subject to confirmation.

When asked who he thought Media Matters was, Armey replied, “Who’s the guy with the red beard that always does the show where he points out how biased the press is?”
“Oh… the Media Research Center? Brent Bozell?” TheDC suggested. Bozell appears weekly on Sean Hannity’s Fox News show to spotlight liberal media bias in a segment called “Media Mash.”
“Yeah, I thought it was Brent Bozell,” Armey replied.

What I find amusing is the response I got to my thread about conservatives being *literally *insane. You don’t get much crazier than Alex Jones and remain uninstitutionalized.
As a literal descendant of (among other things) New England WASP’s who fought in the War for Independence, I think I could reasonably found an “American Heritage Fund” or the like.
Granted, I’m the sort who was disappointed to find out how WASPish my ancestry is, I thought I was more of Pennsylvania Dutch descent.
