If it were a cataclysmic breakdown with multiple states fighting each other it would have been ‘the war among the [many individual coalitions of] states’. But because there were only two sides fighting each other, it was 'the war between the [two groups of] states.

It is strangely as if they don’t really WANT to get elected. Only in the most backwater rural district full of inbred, ignorant hicks would this kind of shit work. I’m guessing the candidate’s district consists mostly of cacti, and people who are dumber than those cacti.
